I was aware of the recent (Power Assisted Pedal Cycle) review and find it difficult to understand the scientific as opposed to convenience factors behind the recommendation to adopt the EU standard. This is an area where I have had some involvement over the years. Rather than advocating for a particular standard, my position today is that we need a scientific and defensible basis for informing the discussion about what an appropriate standard should be and that the discussion needs to be framed in the context of sustainable transport as a whole rather than a limited risk minimisation perspective which often dominates when road safety is made an overriding consideration.
